Market Street Roundabout Project

Project Overview
This project includes the construction of a single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in City of Warren, Warren County. In addition to the roundabout, the project will also include sidewalk and crosswalks, truck aprons, and updated lighting and drainage work.
The project will be completed in stages and will require detours and traffic controlled by flaggers.
Last year after the contract was awarded, and utility relocation and material acquisition were started. Construction is anticipated to be completed in 2023.

Project Stages
Stage 1 - COMPLETED
It included a large portion of the roundabout construction predominately within the existing intersection.
Stage 2 - COMPLETED
During this stage, the roundabout started to take shape as several sections of the inner truck apron were constructed, as well as the pedesertain refuge areas, curbs, and sidewalks. Also during this stage included opening a portion of roundabout for Pennsylvania Avenue eastbound traffic.
Stage 3 - COMPLETED
This phase included opening another portion of the roundabout for westbound traffic on Pennsylvania Avenue coming from Market Street. Eastbound traffic continued to use a portion of the roundabout.
Stage 4 - COMPLETED
This phase started on September 13, 2023. It includes the final layer of paving, final updates to street lighting, as well as landscaping and other finishing work. This work will be completed under normal flagging operations.

Work on the single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in the City of Warren, Warren County is expected to move into the fourth and final stage of work next week.
On Wednesday, September 13, 2023, motorists should be alert for temporary lane restrictions and flaggers at the intersection as paving work is completed on the last portion of the roundabout.
Following the completion of that work the roundabout will be fully open to all traffic.

Work on the single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in the City of Warren, Warren County is expected to move into the third stage of work on July 26, 2023.
Stage 3 will include the roundabout being opened to eastbound traffic on Pennsylvania Avenue as well as for westbound traffic on Pennsylvania Avenue coming from Market Street.
The intersection will be closed to all traffic on Pennsylvania Avenue westbound and Market Street northbound. The following detours will be in place:
- Market Street northbound - Pennsylvania Avenue eastbound to Glade Bridge to Route 6 to Ludlow Street to Pennsylvania Ave to Laurel Street to Route 62 to Market Street.
- Pennsylvania Avenue westbound - Pennsylvania Avenue eastbound to Glade Bridge to Route 6 to Ludlow Street to Pennsylvania Avenue
The intersection will be closed to all truck traffic. Trucks and other large vehicles must follow the posted detour and will not be able to turn or turnaround in the work area.
Access to all businesses in that area will be maintained throughout the construction process. Stage 3 is expected to take approximately four weeks to complete.

PennDOT will hold a public education session for drivers looking for information on the Market Street Roundabout in the City of Warren, slated to open later this year.
PennDOT is currently constructing single-lane roundabout at the intersection of Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street.
The free program, which will include tips on using the improved intersection and general information about safely navigating roundabouts, will be held from 1:00 PM to 2:00 PM on Wednesday, July 26, at the Allegheny Community Center, 42 Clark Street, Warren, PA, 16365.

Due to the weather, work at on the single-lane roundabout at Market Street , Pennsylvania Avenue, and Water Street in the City of Warren is expected to move into the second stage June 22, 2023. It is is expected to take six weeks to complete.

Work at on the single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in the City of Warren, Warren County is expected to move into the second stage of work the week of June 14, 2023. It is is expected to take six weeks to complete.

Work continues on the superload truck apron portion of the roundabout. This is a stamped concrete area that will be used by oversized vehicles traveling through the intersection. The roundabout will also have a traditional truck apron as well.
Both the superload apron and traditional truck apron will have mountable curbs to accommodate large vehicles, such as fire trucks and tractor trailers. It is permissible and recommended that trucks use that apron where it exists. For this roundabout, there will be a truck aprons around the inside as well as in certain areas on the outside of the circle.
Drivers in passenger vehicles should not travel on either truck aprons, which are slightly raised from the normal travel lane of the roundabout.

Major physical work is expected to get underway next month on a single-lane roundabout at Market Street (Route 1017), Pennsylvania Avenue (Route 6006), and Water Street in the City of Warren, Warren County.
The project includes construction of a single-lane roundabout with sidewalk and crosswalks, truck aprons, and updated lighting and drainage.
Work will be completed in phases and will require detours and traffic controlled by flaggers. When needed, detours for Market Street will use Route 6, Laurel Street, and Pennsylvania Avenue. As needed, detours for Pennsylvania Avenue will use Route 6, Ludlow Street. Water Street will also be closed to through traffic for a portion of the work.
Major construction is anticipated to start Monday, April 3, 2023, weather permitting, and is expected to take about five months to complete. Work will be completed in four phases.
