Clearfield, PA – The Pennsylvania Department of Transportation (PennDOT) updated drivers on the schedule for its South Atherton Street (Route 3014) project that stretches from Curtin Road to just north of Westerly Parkway in State College. Motorists traveling through the work zone can expect the following the week of May 13.
On Monday, May 13, crews will work between Calder Way and White Course Drive to install waterline and saw cutting the existing roadway for the future installation of new drainage pipe. Another three crews will work between West Irvin and Center lanes on curb placement, sidewalk and ADA-compliant ramp installation, and paving. PennDOT expects this work to continue through Friday, May 17.
PennDOT anticipates traffic congestion during paving operations and urges drivers to seek alternate routes or build extra time into their travel schedules. Additionally, PennDOT noted there will be flaggers in the roadway enforcing an alternating pattern and that the contractor will place the signal at the Westerly Parkway intersection in “flash" mode as necessary.
The contractor will implement a new traffic pattern on Friday, May 17. It will close the center (turning) lane, and traffic will pass through the work zone via the open right lane in each direction.
The contractor will keep one lane open to traffic in each direction when not working. A pedestrian detour with posted signage remains in effect at and around the Westerly Parkway intersection.
PennDOT expects the traffic to be reduced to a single lane in each direction between West Irvin Avenue and Center Lane until early June while the contractor completes drainage improvements through the work zone.
PennDOT urges motorists to pay attention to work zone and directional signage to enhance safety and keep traffic moving efficiently. Message boards alerting motorists to the construction zone and changing traffic patterns remain in place.

Overall work on the project includes roadway reconstruction, drainage improvements that include pipes and inlets, water and sewer lines, concrete curbing, sidewalks and detectable warning surfaces, pavement markings, traffic signals and supports, and miscellaneous items. HRI, Inc. of State College is the contractor on this $30.7 million project. PennDOT anticipates the contractor completing the project in the fall of 2024, but all work is weather and schedule dependent.
PennDOT reminds motorists that intermittent traffic stops are possible for short periods during work activities and urges drivers to use caution when traveling through the work zone. PennDOT also reminds drivers not to follow construction equipment into the closed lane and to use both lanes to the merge point to minimize traffic back-ups and shorten travel delays when approaching the work zone.
