Pennsylvania's child welfare system is county-administered and state-supervised by DHS' Office of Children, Youth and Families (OCYF). Child welfare, family supports, foster and kinship placements, and juvenile detention services are organized, managed, and delivered by county children and youth agencies and county juvenile probation offices. OCYF provides programmatic, policy, technical, and financial assistance to help our partners across the Commonwealth keep kids safe and support families.
