Act 55 of 2022 Continuing Education Status Extension Frequently Asked Questions

Act 55 of 2022 (Act 55) provides a one-year extension of each professional educator's current continuing professional education compliance period, as required by 24 P.S. §12-1205.2 and 1205.5. These requirements are more commonly referred to as Act 48 and Act 45 continuing professional education.

This extension only applies to professional educators with an active certification as of the effective date of July 8, 2022 and expires one year later on July 8, 2023.

Act 55 provides a one-year extension for a professional educator's current continuing professional education compliance period beginning on July 8, 2022.

​Act 55 took effect July 8, 2022. 

​No. After July 8, 2023, the ability for the Department to issue a one-year extension of Act 48/45 compliance periods will expire as a matter of law. Subsequent compliance periods for Act 48 and Act 45 Pennsylvania Inspired Leadership (PIL) requirements will be five years.

​Yes.

​Yes. However, the extension of PIL requirements is limited to educators that have an active certificate and current compliance period as of  July 8, 2022 as explained in the Q & A below.   

No. The applicability of Act 55 depends on the status of an educator's certification. If a certificate holder has a current unexpired compliance period and the status is currently active, an extension of one year will be applied to the current Act 48 and Act 45 Pennsylvania Inspired Leadership (PIL) compliance period.

  • An educator with a current certification status of inactivation pending will not receive a one-year extension. However, the educator may receive a one-year extension if the educator's certification is returned to active status by completing the hours required for Act 48 and/or Act 45 PIL prior to July 8, 2023. The one-year extension will be applied to the educator's new Act 48 and Act 45 PIL compliance period. 

  • An educator with a current certification status of inactive will not receive a one-year extension. However, the educator may receive a one-year extension if the educator's certification is returned to active status by completing the hours required for Act 48 and/or Act 45 PIL prior to July 8, 2023. The one-year extension will be applied to the educator's new Act 48 and Act 45 PIL compliance period. 

  • An educator with a current certification status of voluntarily inactive will not receive a one-year extension. However, the educator will receive a one-year extension if the educator's certification is returned to active status by completing the hours, forms, and fees required to remove voluntary inactive status prior to July 8, 2023. The one-year extension will be applied to the educator's next Act 48 and Act 45 PIL compliance period. 

  • An educator with a current certification status of active under appeal will not receive a one-year extension. If you have questions regarding the appeal process, please contact the Division of Planning via email at RA-A48APPS@pa.gov

  • If an educator's certificate remains on inactive, voluntarily inactive, or inactivation pending status and is not returned to active status prior to July 8, 2023 when the extension period under Act 55 expires, then no extension will be applied to any subsequent Act 48 and Act 45 PIL cycles.

​Act 55 extensions will be applied automatically to those qualifying certificate holders' records via PERMS (Professional Education Record Management System).

​It extends the current compliance period for Act 48 and Act 45 Pennsylvania Inspired Leadership (PIL) by one year.

​Applications for an additional extension of Act 48 and Act 45 Pennsylvania Inspired Leadership (PIL) continuing education requirement cycle will be reviewed on a case-by-case basis. Educators should contact the Division of Planning regarding this option via email at RA-A48APPS@pa.gov.

​Act 48 independent providers are not granted an extension by Act 55. Independent providers must follow current guidelines established for the approval process to maintain approved provider status.

​Any paraprofessionals employed by a school entity as defined in 22 Pa. Code § 14.101 (relating to definitions) as of March 13, 2020, must satisfy staff development activity hour requirements under 22 Pa. Code § 14.105 (relating to personnel) shall be extended until June 30, 2023.
