Phytosanitary Certification

The U.S. Department of Agriculture and state plant health agencies help control the movement of plants to stop harmful bugs and diseases from spreading. 

The department helps stop harmful bugs and diseases from spreading by: 

  • Federal and State Quarantine Summaries: These guides help people who grow, buy, or move plants by listing rules to avoid pests and delays. They include:

    • Major federal rules for nursery plants.
    • State-specific rules and contact information.
  • Federal Phytosanitary Certificates: Needed to ship plants. They can be obtained through a system that charges fees.
