- Accommodations and Adaptations and ELL Program Framework Guidelines (PDF) A minor error was identified and corrected in March 2009. The guidelines stated: "Candidates who apply for Pennsylvania instructional and/or educational specialist certificate, professional personnel, on or after January 1, 2013 must have completed the credits/hours described above." The correct language is that programs must include the credits/hours as of January 1, 2011. The document posted here now reflects this correction.

In April 2022, the final form amendments to Chapter 49 (relating to Certification of Professional Personnel) of Title 22 of the Pennsylvania Code became effective upon publication in the Pennsylvania Bulletin. The provision in 22 Pa. Code 49.14(4)(i) required the Pennsylvania Department of Education (PDE) to identify competencies and develop associated standards for educator training in Culturally Relevant and Sustaining Education. The amendments to Chapter 49 required instruction in Culturally Relevant and Sustaining Education to be integrated in education preparation, induction, and continuing professional development programs as follows:
- Continuing professional development programs must integrate the Culturally Relevant and Sustaining Education competencies no later than the 2023-24 academic year.
- Educator preparation and induction programs must integrate Culturally Relevant and Sustaining Education competencies no later than the 2024-2025 academic year.
Pending further updates and revisions to the Culturally Relevant and Sustaining Education Competencies/Guidelines, the Department of Education will not review continuing professional development and educator preparation and induction plans for the inclusion of the Culturally Relevant and Sustaining Education Competencies/Guidelines as currently drafted.
