operational support to other Office of the Budget bureaus through

  • strategic planning;
  • budget development and monitoring;
  • calculation, billing, and collection of service fees; 
  • communications planning and services; 
  • facilities management; 
  • workforce development and training; and 
  • administrative and human resources support.  

The bureau coordinates the development of Commonwealth-wide accounting, auditing, budget, payroll, travel, and financial management policies and provides training to Commonwealth agencies on these and other professional development topics.  

Planning and Management also holds the central role in the Office of the Budget’s information technology (IT), records management, and Continuity of Operations strategies, development, and implementaton by housing the agency’s IT coordinator, open records office and records coordinator, and Continuity of Operations program manager.

The Purchasing and Payment division provides comprehensive purchasing and payment processing services for the Commonwealth's Executive Offices, boards and commissions, and some other smaller organizations.  This group services their customer agencies by emphasizing standardized, streamlined business processes and leveraging the expertise of specialized teams to buy goods and services wisely.  They work directly with the Budget & Fiscal Management team in the Office of Budget Operations' Bureau of Budget Administration to ensure funds availability and with other Comptroller Operations bureaus and Treasury to process documents and payments.  Their other primary functions include:

  • "non-strategic" purchasing (i.e., purchasing of goods and services from established Department of General Services (DGS) contracts);
  • internal management of the Purchasing Card (P-Card);
  • out-service training processing and assistance;
  • agency invoice reconciliation and clearance; and
  • contract monitoring to ensure that all contracts, etc., are renewed prior to the expiration to avoid lapse of service and/or settlement agreements.
