About the Office of the Budget

To develop, coordinate, and oversee the implementation of a balanced financial plan for the Commonwealth that reflects the policies and priorities of the Governor, promotes the efficient allocation and use of resources, and ensures that all funds received and spent on Commonwealth programs are accounted for according to current laws, regulations, and policies.

The Administrative Code of 1929 formed the Office of the Budget within the Governor’s Office and provides for appointment of the Secretary of the Budget by the Governor.  As part of the executive branch, the Office of the Budget is responsible for preparing the Governor’s annual state budget and implementing it after it's passed by the General Assembly and signed by the Governor.

The two main operational areas of the Office of the Budget are the Office of Budget Operations, which oversees the preparation and implementation of the state budget, and the Office of Comptroller Operations, which oversees the commonwealth's uniform accounting, payroll, and financial reporting systems.  In 2011, the Commonwealth Office of Travel Operations became part of the Office of the Budget, functioning as a travel management service for all travelers conducting the business of the Commonwealth.  The federal Justice 40 Initiative of 2023 ensures that 40% of economic benefits from the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA) are investments that uplift marginalized, underserved communities and our Critical Investments group oversees that initiative.
