This is a comparison of the different services provided at PennDOT Driver’s License Centers, Online Messenger Centers and Online Registration Program / Online Agents.

Driver License Centers (DLC):
 
PennDOT Driver License Centers (DLC) located throughout the Commonwealth are operated by PennDOT employees and offer driver license services.  Our DLCs only accept debit or credit cards, checks or money orders as forms of payment for products.  Please reference Find a PennDOT near you on our website for more information and to verify the driver licensing services provided at each location. 
 
 
 
PennDOT Standalone Photo Centers:
 
PennDOT’s standalone Photo Centers are located throughout the Commonwealth.  When you receive a camera card, which is an invitation to our photo license/identification card process, you must appear at a photo center to obtain a photo for driver's license/identification card.  Please reference Find a PennDOT near you on our website for more information and to find a Photo Center near you.
 

Online Business Partners:

PennDOT partners with private businesses to provide customers with face-to-face, over-the-counter services.  Online indicates that these business partners have a secure, electronic connection to PennDOT and can issue a variety of products on-the-spot.  These businesses charge a market-driven fee for their services in addition to applicable PennDOT fees.
  • An Online Messenger (OLM) offers both driver license and motor vehicle services.  Please refer to the chart below for services offered by OLMs.  For additional service locations and information on OLMs, visit the Online Messenger description page.

PennDOT Online Driver and Vehicle Services – (PennDOT Website Services):
 
PennDOT’s online customer services are a self-service website for specific Driver License, Photo ID and Vehicle Registration services.  PennDOT does not charge any additional fees for the use of any online service listed under the PennDOT Website Services column.

Please note that all transactions listed above, except Schedule/Cancel/Reschedule Your Driver’s Test, can be done in person at PennDOT’s full-service center in Harrisburg at 1101 South Front Street.

Please Note: Authorized agents and online messengers are under contract to PennDOT and may charge a market driven service (delivery) fee in addition to any PennDOT statutory fees for temporary, or in some cases, permanent motor vehicle registration plates and cards or other PennDOT products and services offered by the agent. The agent’s /messenger’s service (delivery) fees are market driven, and vary by agent/messenger. To compare service (delivery) fees, you are encouraged to contact the authorized agents and online messengers in your area for the applicable service (delivery) fees charged.
