OGC-2024-06 Workers' Compensation Security Fund Outside Counsel RFP
The Pennsylvania Insurance Department, Office of Liquidations, Rehabilitations and Special Funds (“OLRSF”) has identified a need for legal services for the Workers’ Compensation Security Fund (“Security Fund”) that include: representation of the Security Fund to defend workers’ compensation claims arising under policies issued by insurance companies that did business in the Commonwealth of Pennsylvania, that are insolvent and in liquidation. The defense of claims includes practice before workers’ compensation judges, the Workers’ Compensation Appeal Board and appellate courts. This engagement may include other general work as designated by the Chief Counsel of the Pennsylvania Insurance Department, the Security Fund or the Governor’s Office of General Counsel. For purposes of this RFP, the Commonwealth will be making a limited multiple award to the highest evaluated Law Firms based upon the criteria set forth in this RFP.
SPSBA and PHEFA have identified a need to establish a standing Bond Counsel Pool to be utilized by Schools to retain Law Firms as Bond Counsel in connection with the issuance of taxable and tax-exempt bonds by SPSBA and PHEFA on an ad hoc basis. For purposes of this RFQ, the Commonwealth will select Bond Counsel for inclusion in the Bond Counsel Pool based upon the criterion set forth in this RFQ. Because this RFQ is only intended to establish a pool of qualified Bond Counsel, there is no guarantee that any Law Firm included in the Bond Counsel Pool will be selected by a School to perform Bond Counsel work for any engagement or receive any work in connection with any engagement.
The Issuing Office is seeking proposals, on behalf of PMRS, to procure qualified tax counsel, with extensive experience in providing counsel on tax matters to statewide and municipal public pension systems or other major public pension systems, to provide sophisticated legal advice to PMRS on federal tax and benefit issues and international tax matters related to PMRS’ investments on an as needed basis.
