Creating Economic Opportunity

Governor Shapiro’s goal is clear: to make Pennsylvania a national leader in innovation, job creation, and economic development while opening up the doors of opportunity.  

The Shapiro-Davis Administration made Pennsylvania a state to invest in:

  • EMD Electronics announced a $300 million investment in Schuylkill County, supported by more than $1 million in state economic development grants, to build the largest integrated specialty gas facility in the world and create nearly 200 jobs, including 68 permanent union jobs in Northeastern Pennsylvania. 
  • Standing alongside Governor Shapiro, Spark Therapeutics broke ground on a $575 million gene therapy innovation center, which will bring more than 500 jobs to Philadelphia.   
  • Prysmian Group North America announced a $22.5 million expansion at its manufacturing facility in Lycoming County after receiving funding from the Shapiro Administration. 
  • Re:Build announced an $81 million investment to create a major, innovation-focused manufacturing operation that will create 300 high-quality jobs in Westmoreland County with more than $8 million in state support. 
  • Shank’s Extract plans to invest $30.5 million into expanding its operations in Lancaster, creating 83 new jobs and retaining over 230 jobs, after receiving $500,000 in state funding.  
  • Purolite announced it will invest at least $190 million into its first U.S.-based biologics manufacturing operations in Chester County. The company’s expansion will create 175 new jobs and receive $1.03 million in a Pennsylvania First Grant from the Department of Community & Economic Development.  
  • EAM-Mosca will invest $20.6 million to expand its manufacturing operation in Hazleton and create 50 new jobs after receiving a $250,000 grant from DCED.  
  • Schless Bottles announced it will relocate from New Jersey to Allentown and invest more than $7.5 million in a manufacturing facility for premium plastic jars and bottles. This investment will create 98 full-time, new manufacturing jobs in the Lehigh Valley within three years.  
  • Corrugated Partners Group will invest $52.7 million to build a new manufacturing operation in Pennsylvania over other states. This investment will create at least 80 new good-paying jobs and the company received a funding proposal for $400,000 from a Pennsylvania First Grant and a $160,000 workforce development grant.  
  • Westinghouse announced it would further develop its microreactor in Allegheny County with at least $18 million and create more than 40 new high-paying jobs.  
  • Maid-Rite Specialty Foods was awarded a $451,000 Pennsylvania First Program grant to expand its manufacturing operation in Dunmore, Pennsylvania and create 75 new jobs. The company will invest $40 million into this expansion. 
  • Burnside America will invest $4.8 million to expand its manufacturing operation in Franklin County and create 15 new jobs. 
  • Astrobotic announced its $20 million expansion in Pittsburgh with a new facility and plans to create 283 new, high-tech jobs.  

 

The Administration is expanding the workforce:

The Governor signed an Executive Order creating the Commonwealth Workforce Transformation Program, a first-in-the-nation workforce training program that invests as much as $400 million to create 10,000 new jobs over 5 years so companies building Pennsylvania’s infrastructure have the skilled workforce they need.  

 

Since January, the Department of Labor & Industry’s Apprenticeship and Training Office has registered 28 new apprenticeship programs and enrolled more than 4,600 new apprentices

 

Awarded $2.6 million for apprenticeship and pre-apprenticeship opportunities through the Department of Labor & Industry and the Department of Community & Economic Development.  

 

Delivered a $6 million investment in apprenticeship and pre-apprenticeship programming in his first budget that will help Pennsylvanians obtain family-sustaining wages. 

 

Secured a $23.5 million investment in workforce training and vo-tech programs in the final FY2023-24 budget, achieving a promise the Governor laid out in his initial budget proposal.

Signed a FY2023-24 budget with $3.5 million in funding for the Department of Labor & Industry’s Schools-to-Work Program to develop and expand career pathways for high school students.

Signed a bipartisan budget with a $1 million increase for the Manufacturing PA Innovation Program, which connects Pennsylvania’s universities with businesses to spur innovation and job creation in the Commonwealth. 

 

The Department of Community and Economic Development launched a $10 million PA SITES program to help more sites become “shovel ready” to attract and retain more businesses. 

 

Governor Shapiro is making government move at the speed of business:

Signed an Executive Order creating the Office of Transformation and Opportunity as a “one-stop-shop” for Pennsylvania businesses to eliminate red tape, make government move at the speed of business, and encourage out-of-state businesses to expand in the Commonwealth. 

 

Launched first-in-the-nation online money-back guarantee system, making it easier for Pennsylvanians and companies to establish and expand their businesses in the Commonwealth.  

The Shapiro-Davis Administration is expanding opportunities for minority-owned businesses:

Secured a $20 million investment for the Historically Disadvantaged Business Program to invest in small minority-, women-, and veteran-owned businesses in the Commonwealth through the FY2023-24 budget. 

Signed an Executive Order opening up new opportunities for small and small diverse businesses to compete for state contracts and taking actionable steps to help these businesses grow, succeed, and create good-paying jobs.
